patrol web splice filler material missing or should I cut a notch?

If the 4130 material is under the rib at the web splice, then the ribs at that location are more then 3/8 shorter, and extra filler material is needed.

1/8 for plate, 1/8 for BLUE spacer, another (0.190 for the 4130 )

Or, should I assume that the ribs in those locations have a notch in them so that they are only 1/4 shorter?

The rib at this location should be notched to clear the wing attach fittings. So, yes, the rib at this location is 1/4" shorter.
