On plan #12 (4 place), the flap arms are marked as "full scale", but the distance 2 3/4" is actually 2 13/16". I take it that the squiggly line underneath that distance is relevant to this issue. Could someone please explain to me how one approaches these drawings?

The squiggly line under a dimension means that the dimension of the drawing is not correct. When you see the squiggly line under a dimension, always use the state d dimension, not the drawing measurement. This happens when a dimension has to be changed later. Bob doesn't want to redraw the while thing, so he changes or adds the dimension and puts a squiggly line uner it to indicate that the drawing is not correct. In the case, there were some clearance issues with the flap drive arm, both at the root end and at the pushrod end. Bob shortened it a little to give better clearance. Summary: if you see a squiggly line, use the stated dimension, not the drawing measurment.
