The new wing manual directs you to drill out the tank covers to #27 as one of the first steps.
A few steps later, you drill the holes on the tank bays to #27 before drilling for the nutplates.
Is there a reason you could not cleco the covers in place, and drill the #27 hole through the cover and bay at the same time?
The big gotcha I can see is to make sure the ribs are straight, and you wouldn't be able to see them.
If you drill them separately, is there any issue with everything lining up during final assembly? I had that happen when installing the nutplates for my floorboards. I opened up the holes on the floorboards just a bit to make them easier to fit in place. I don't imagine that is a good option for the tank covers.
