main spar strut attach steel strut hole drilling

I am almost complete my main spars fab and ready for dismantle and priming. When are you guys drilling the 3/8 strut attach hole in steel plates?. i have 1/4 inch at present. I would guess after main spar is primed, riveted, and steel plates attached permanently to spar. thoughts? thanks. Gary
