Can someone give me some ideas how to match drill this torque tube support bracket to rear spar? Drill obviously doesnt fit beneath torque tube.

I can't see the video on mobile but there are a few ways to do it. One of my favorites is a transfer punch that is matched to the hole ID and punches a perfectly centered divot that you can drill after removing the piece. That sort of presents the same problem though-- clearance to hit the punch, though just making a mark would be good enough.
The other is an angle adapter for your drill motor. You can get them fairly inexpensively on McMaster-Carr.
Edit: Now that I watched that EAA I video I understand the original problem better, so disregard my suggestion
