Is the volume of fluid required to lock the brakes so small that the vacuum created in the reservoir is inconsequential?

That appears to be the case. The forces involved are quite high, your legs can probably push over 100lbs. The fraction of a pound of vacuum drawn by the very small volume change in the reservoir wouldn't make much difference.

On Citabria’s there is a small copper vent line from the top of the reservoir down to the belly. That is what I will do on my Patrol, also makes it very easy to bleed the brake system.
