Station P-B and station P-C intersections and for that matter Station D-N and E-M were the side tubes intersect there are no measurements for the intersections am I suppose to scale these measurements Thanks for any help

If you are talking about Sheet 16, 16A and 18, yes. You can scale any of these dimensions using an engineers ruler on the 10 scale, all to tubing centerline. I don't see any P-C, just C-S.
