Will soon be cutting the rear elevator tube to release the trim tabs. How are folks finishing off the open end cuts?

Those should end up being closed in by your fabric/finishing tapes when you cover the elevator and trim tab. Does not hurt to put a little primer/paint on the bare steel after you cut it out.

Editing a comment
Yes on primer, and also considering plugging with a bit of epoxy
