Could someone please clarify for me the following on the flap arms that mount on the inboard end of the torque tube:

The flanges of the flap arm face the root rib?

Is there any gap between flap arm and the inboard flap support frame tube, where the torque tube passes through?

    Thanks.

I was just looking at the top right of drawing #12. That seems to show that the flanges face outboard, as you suspect. As for the left-right alignment on the torque tube, that along with the angle tend to be very sensitive to allow everything to move correctly. As I understand it the best practice is to drill those arms in place while the wings are on the fuselage.
