You want to wait....well I am speaking from the Patrol Point of view, and am unsure if the Four place is different. But, anyway, I studied this a few months ago using Mark Goldberg Builders Manual.
I think your Flap and Ailerons have gussets gussets that were pop-rivets in place from the factory. When it comes time to install the control surfaces, the pop-rivets get drilled out, and gussets removed, so that you can clamp the L-shaped Hinge Brackets to the control surfaces spar. You will then align the control surfaces up, drill the hinges, then permanently rivet the guest back in place.

100% agree. I would get them attached to the wing first. You have to access the inside to install nutplates or bolts (depending on how you build them).
I didn't put any access rings on them, to allow inspection holes to be fitted later. I didn't want 10 access rings on my wings, mostly for aesthetic reasons.
I figured if I need to open the control surfaces up, something has gone wrong.
