    It looks like from the plans - that the trim shaft has to be put inside the ribs before the ribs are welded into the leading and trailing edges----- as the smal horn get welded onto the outboard end of the shaft- and there appears to be no way to slide it in or out -----

    if that is correct--- why couldnt I just weld the horn to a short piece of the bushing material so the horn assy. and the shaft could be cross drilled for a small bolt---
    that way the shaft could be slid into the stab at a later time------

    I don't see any issue with getting everything welded up (bushings, inboard horn, etc.), then add the outboard trim horn once the stab and elevator are on the fuse and you can check final trim system rigging before committing? You'll have the fuse on gear and the tail feathers on to get the other control linkages and all the systems integration stuff done, so not sure there is really any issue with waiting on the stab trim shaft outboard horn. Avoids a bolted connection and tone more inspection task (although you'll already have the horn pushrod to inspect, so not much of a change).

    Keep in mind that we decided to go to electric elevator trim based on the system Carlo used in his Mustang 2, so eliminated the whole issue... maybe someone that has built to plan has answers.
