Drilling Axle Nut Cotter Pin

What’s the secret to doing this? I don’t see any way to drill the hole with the nut in place. With my wheels it’s just not an option. Any advice would be appreciated. Thanks

Install the wheel and decide on an orientation and tension for the nut. Mark a sharpie line across the axle and nut. Count the turns as you remove the nut and wheel. Reinstall the nut without the wheel, countng your turns until you restore the nut's desired position. Clamp the nut to prevent rotation. Drill and debur from the outside of each axle, using the nut as a guide.

Mark the end of the axle after nut is torqued. measure the inset of the hole, or where you want the center of your cotter pin to go.
Remove wheel drill with #40 then step up to the proper size.
